Innovation and Tech Talent Pathway

All documents must be easy-to-read copies of the original documents. If it is not in English or French, you must submit:

• A copy of the original document.
• A copy of the English or French translation of the document.
• A copy of an affidavit from the translator, describing their translation ability.

Translators must be:

• Certified by a regulatory body, as required by Immigration, Refugees and Citizenship Canada (IRCC).

Translators must not be:

• A family member.
• A spouse.
• Anyone who works for you or is preparing your application.

Be sure translations meet all federal requirements when you are applying for permanent residency.

If your documents are not clear, missing, or not translated into English or French, your application will be returned. A returned application cannot be re-opened or considered for second review. You will have to start a new application if you choose to re-apply.

You must fill out and attach these forms to your application:

1. Generic Application Form for Canada (principal applicant only).
2. Additional Family Information Form (a form completed by both the principal applicant, the accompanying spouse, and accompanying dependent children over 18 years of age).
3. Schedule A - Background/Declaration (a form is required for the principal applicant, accompanying spouse, and accompanying dependent children over 18 years of age).

*NOTE: if the settlement funds that you are claiming to use are in the name of your non-accompanying spouse, then you must include Schedule A – Background/Declaration and Additional Family Information Form for your non-accompanying spouse.

If you have more than five dependents or children, you must provide this form:

1. Express Entry Profile Number and Job Seeker Validation Code (If Applicable)

If you've chosen to apply to the Innovation and Tech Talent Pathway as a candidate in Immigration, Refugees and Citizenship Canada's (IRCC) Express Entry pool, you must confirm this by sharing your Express Entry Profile Number and Job Seeker Validation Code when you send your application. If you obtain a new Express Entry Profile Number and Job Seeker Validation Code while your application is in process with the SINP, you must tell us.

You are not required to be a candidate in IRCC's pool to apply to the Innovation and Tech Talent Pathway. Applicants who have chosen to apply to the Innovation and Tech Talent Pathway as a candidate in IRCC's Express Entry pool must ensure that they meet the federal requirements to be eligible for expedited processing by IRCC of your application for Permanent Residency (PR). This may include providing proof of funds to settle in Canada if you apply for PR prior to obtaining a temporary work permit from IRCC. 2. Job Offer Requirements

All positions must offer wages and working conditions that match Canadian standards in that occupation.

The Letter of Offer must:

• Be addressed to the principal applicant
• State the job title, duties and responsibilities, wage, benefits and company contact information
• List the location of your job in Saskatchewan
• Be issued on the company's letterhead
• Be signed by the employer

Your job offer must be approved by the SINP before you apply.

• Your employer must register online to have the job that you are applying for assessed. Please see Recruit and Hire Foreign Workers in Saskatchewan for more information.
• Once the job is approved, your employer will receive a Job Approval Letter that includes your position, name and NOC code.
• You must send a copy of the SINP Job Approval Letter with your application.

In your application you must also provide a letter of offer for full-time, permanent job from a Saskatchewan employer in one of the following occupations:

3. Language Credentials

There is no minimum language requirement for applicants currently in Saskatchewan working for their supporting employer.

Applicants that are not currently working in Saskatchewan with their supporting employer must provide proof of Canadian Language Benchmark (CLB) 5 to be eligible. To meet the language requirement, you must:

• Provide language test results from a designated testing agency
• Have English and/or French language ability of Canadian Language Benchmark (CLB) 5 or higher
• Have test results that are less than two years old at the time of application

If you are a native speaker from an English or French speaking country where you are a citizen or permanent resident, you are not required to provide the language test results.

Applicants who have chosen to apply to the Innovation and Tech Talent Pathway as a candidate in IRCC's Express Entry pool must meet the federal Express Entry language requirements.

If you are applying with an Express Entry Profile Number and Job Seeker Code, you must provide a copy of a valid language test (less than two years old) from a designated testing agency. Your test results must:

• Match the language level you said in your Express Entry profile
• Not be more than two years old at the time of your application
• Be from a designated testing agency:
  • International English Language Testing System (IELTS, GENERAL TRAINING)
  • Canadian English Language Proficiency Index Program (CELPIP)
  • Pearson PTE Core
  • Test d'evaluation de francais (TEF)
  • Test de connaissance du français pour le Canada (TCF Canada)

4. Education/Training Credentials

You need proof of post-secondary education as evidenced by a master's degree or bachelor's degree; or a three-year degree at a university or college; or a diploma that requires two years at a university, college, trade or technical school, or other post-secondary institution.

Submit the following documents to confirm your training or education:

• Education or trade certificates, degrees or diplomas. Include copies of your official transcripts. These should show your school(s) attended or courses taken.
• Professional designations, professional licences, or professional association memberships.

Applicants who have chosen to apply to the Innovation and Tech Talent Pathway as a candidate in IRCC's Express Entry pool must ensure that they meet the federal Express Entry education requirements to be eligible for expedited processing by IRCC of your application for Permanent Residency (PR). This includes having an Educational Credential Assessment.

5. Work Experience Credentials

If you are applying from inside Saskatchewan, you must be currently working in Saskatchewan and have worked six-months (780 hours) of full-time (30+ hours per week) work experience in the job with the employer that has provided you the Job Approval Letter. The work experience does not need to be consecutive work experience in either case. If you have not been working for your supporting employer full time for at least six months, then you must have at least one-year of work experience in your occupation within the last five years. Work experience that was conducted remotely is not eligible to be claimed as in-Saskatchewan work experience.

If you are applying from inside or outside of Canada, you must have at least one year of work experience in the same occupation as the job offered to you within the last five years.

All work experience must be paid in order to be considered, including experience gained through co-op work terms. You must submit letters of reference from past employers to prove your work experience for each job included.

Documents must include letters of reference from a supervisor or Human Resources Officer printed on company letterhead.

Each letter should indicate the following:

• Your job position and dates of employment
• Your main duties
• The number of hours you worked each week if the position was not full time
• The contact information of your supervisor or manager

Each letter of reference for each job position must be accompanied by one additional government-issued document showing proof of employment. Acceptable government-issued documents include:

• Pension fund/provident funds, medical insurance, or social security record
• Work permits, work visas or labour cards for any foreign work experience
• Employment contracts (if you worked for a government agency or the employment contracts are issued by the government)
• Taxation forms, or taxation exempt (tax free) form, or income tax return acknowledgement (ITR) form
• Any other government issued documentation that may assist in verifying your work experience

If you are unable to provide government-issued proof of employment because no such documents are available from the country where the work experience was obtained, then please contact us at immigration@gov.sk.ca or 1‑833‑613‑0485 for information on what additional documents you will need to submit with your application.

You may only claim self-employment as work experience if you are applying in a managerial NOC unless the occupation that you are applying in requires certification from a Saskatchewan licensing body. Applicants claiming work experience while self-employed, must submit the following documents for each job position:

• Business licence and self-employment tax documents;
• Proof of income; and
• Letters of reference from clients.

To prove work experience as a business owner, you must provide articles of incorporation or other evidence of business ownership, evidence of self-employment income and documentation from third-party individuals indicating the service provided along with payment details (self-declared main duties or affidavits are not acceptable proof of self-employed work experience).

6. Temporary Work Permit (if applicable)

If you are currently working in Saskatchewan, you must submit a copy of a current, valid temporary work permit issued by the federal government. Any valid work permit issued by IRCC, either open or closed, will be accepted, including Canada-Ukraine Authorization for Emergency Travel (CUAET) visas. Refugee claimants in Canada who are claiming refugee status from the Government of Canada are not eligible to apply.

Spousal open work permits are not permitted under SINP criteria. However, the experience obtained under open spousal work permits may be considered if the applicant otherwise meets program criteria only under the Health Talent Pathway, Agriculture Talent Pathway, Innovation and Tech Talent Pathway or International Skilled Worker: Employment Offer subcategory. If IRCC has issued an open work permit to you and your spouse is the principal applicant in the work permit application, the SINP may request additional documentation. SINP staff will request proof that you and your spouse reside in Saskatchewan.

7. Proof of Residency (if applicable)

If you are claiming work experience from inside Saskatchewan, you must submit proof of residency with your application:

• Saskatchewan Health Card;
• Saskatchewan driver's licence or other ID issued by SGI.

The SINP may also ask for more information or documents as needed.

Applicants located outside of Saskatchewan whose work experience was conducted remotely are not eligible to claim this work experience.

8. Credentials (if applicable)

NOC 21112 – Agricultural representatives, consultants and specialists who are working as Professional Agrologists or Technical Agrologists will be required to provide proof of licensure from the Saskatchewan Institute of Agrologists (SIA).

NOC 21311 – Computer Engineers (except software engineers and designers), NOC 21231 – Software Engineers and Designers, NOC 21211 – Data Scientists and NOC 21310 – Electrical and Electronics Engineers will be required to:

• Provide a letter from the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS) showing that an application for registration as an Engineer-in-Training has been approved;

OR

• Provide a letter from APEGS indicating that they have been assigned Confirmatory Exams.

9. Identity and Civil Status Documents

You need to provide the following documents to confirm your identity and civil status:

• Birth Certificates that list both parents for:
  • You (the principal applicant)
  • Your accompanying spouse or common-law partner (if applicable)
  • Each accompanying dependent child
  • Each non-accompanying dependent child born in Canada (if applicable)
• If you are married or widowed, you must include:
  • A marriage certificate
  • A death certificate of your former spouse (if applicable)
• If you are in a common-law relationship you must include:
  • IMM 5409 Declaration of Common-Law Union
  • Proof of at least one year of common-law relationship. Proof may include statements from a bank showing a joint account; a copy of your signed joint lease or mortgage; a copy of jointly-owned property, apart from your residence; a copy of bills made to both of you; or a copy of life insurance naming the other partner as the beneficiary.
• If you or your spouse is divorced, you must include:
  • Final documents for all divorces
  • Custody and child support documents if your dependents are not accompanying you (if applicable)
• If you and your non-accompanying spouse are legally separated, you must include:
  • A marriage certificate
  • Notarized proof of legal separation (country specific)
  • Any and all applicable custody and child support documents if your dependents are not accompanying you (if applicable)
• Adoption papers for your dependent children who were adopted (if applicable).

10. Passports

Your passport must be valid from application through to permanent residency. You will need to include copies of pages in your passport that show the passport number, date of issue, expiry date, photo, name and place of birth for:

• You (the principal applicant)
• Your accompanying spouse or common-law partner (if applicable)
• All dependent children accompanying you to Canada (if applicable)

If you live in a country that is different from your nationality, please include a copy of your visa for the country.
