Review: The Environmental Management and Protection Act, 2010

The Ministry of Environment is reviewing The Environmental Management and Protection Act, 2010, which protects Saskatchewan’s air, land and water resources by regulating and controlling potentially harmful activities and substances. The Act enables the Government of Saskatchewan’s use of results-based regulation by adopting the Saskatchewan Environmental Code.

The ministry is seeking feedback on proposed changes to the Act. The goal is to achieve an Act that fulfills the following criteria:

  1. Enhanced enforceability by supporting compliance and enforcement activities within an effective legislative framework.
  2. Consistent with existing provincial legislation.
  3. Harmonized, where appropriate, with other provinces and federal legislation.
  4. Continues to support managing and protecting Saskatchewan's air, land and water, and balances growth with sustainable development.
  5. Continues to reflect contemporary values and facilitates the results-based regulatory approach.

Your input is important. We are in phase two of engagement and we welcome your feedback on the proposed changes. Please review the Summary of Proposed Amendments and the Read Me First document, which outline key changes. Your feedback will be considered in the final amendments to ensure the updated Act reflects all stakeholders' and rightsholders’ needs and concerns.

Submit your feedback by April 4, 2025, by emailing empa@gov.sk.ca. Please use the subject line: EMPA 2010 Legislative Review.

The review will span two years and includes stakeholder and Indigenous engagement, committee hearings and legislative assembly debate.
