Programs for Watering Livestock

By Raeanne Pettifer, Agriculture Programs Specialist, Outlook

October 2025

Are you looking to change how you are watering livestock? The Farm and Ranch Water Infrastructure Program (FRWIP) is funded 60 per cent federally and 40 per cent provincially under the Sustainable Canadian Agricultural Partnership. The program provides rebates for eligible wells, dugouts and pipeline projects for a 50 per cent rebate to a maximum of $75,000. With all eligible projects, there is a list of supporting infrastructure that can be claimed in conjunction with your project. To receive the rebate, the project must be completed and fully operational by March 31, 2028. Only eligible expenses incurred after October 1, 2022, will be rebated.

You may be wondering: what makes a good project and how can you get the most out of your project? By placing a watering system in a convenient location for multiple pastures or paddocks, you can optimize use throughout the year and water multiple groups of livestock at the same time. This saves on the cost of watering appliances and pipelines and provides the convenience of checking fewer waterers.

For a pipeline project, developing a water source is not a requirement. If you have an existing pipeline, you can tie new pipe into the existing system to run buried pipe into additional pastures. Both shallow and deep pipelines are considered eligible projects.

To increase the sustainability of your new water source, consider adding storage tanks. With storage tanks, the water source runs into the tank and fills the troughs from the tank, alleviating pressure on your water source and preventing livestock from waiting for troughs to fill.

A water source that can be used by multiple pastures/paddocks provides you the opportunity to practice rotational grazing, and livestock will use the forage in the paddock to a higher level. If the waterer is located around the middle of the pasture, it gives you the opportunity to cross fence in a multitude of ways depending on what will benefit your operation. If you have further questions about rotational grazing and funding available, please reach out to your agri-environmental specialist or contact the Agriculture Knowledge Centre at 1-866-457-2377.

For supporting infrastructure to be eligible, it must be used in conjunction with the newly-developed well, dugout or pipeline. Here are a few examples of common eligible and not eligible items.

Eligible Not Eligible
Watering appliances, including solar water buggy Electric fence around dugouts
Water monitoring equipment, if it is part of the power infrastructure Fuel for equipment
Power infrastructure (SaskPower, wind, solar) Amazon and eBay purchases

We encourage you to reach out to your local agriculture programs specialist to verify if there will be any permits that may need to be obtained, confirm what is eligible and help submit your application.
