Meadow Lake Regional Transportation Study
Introduction
We want to hear from you about transportation in Meadow Lake and surrounding area.
Background
The Ministry of Highways, City of Meadow Lake and Rural Municipality of Meadow Lake No. 588 are developing a regional transportation plan that identifies the long-term needs of the Meadow Lake area.
The plan will focus on:
Efficient movement of goods and people, specifically for the forestry, mining, agricultural and tourism industries
Access to services and amenities in the City of Meadow Lake, with a focus on its role as a regional hub
Access to nearby parks and recreation areas such as Meadow Lake Provincial Park
Improving safety for all road users
Project Study Area
Public Engagement - First Round
The first round of public engagement was held from March 17 to April 7, 2025. An online survey was conducted to gather public feedback on traffic concerns with the existing roadway network. The study included traffic volumes, collision rates and trucking data. Future traffic volumes were forecast for 5, 15 and 25 years into the future.
Options
Highway 4 – Option 1
Traffic signals at these intersections:
Highway 4 and Highway 55;
Highway 4 and 5th Avenue West; and
Highway 4 and 9th Avenue West.
Right-in right-out intersections are proposed at the intersections of Highway 4 and 3rd Avenue, and Highway 4 and 7th Avenue. This style of intersection would maintain traffic flow north and southbound along Highway 4, but it would not permit left hand turns or any crossings at 3rd and 7th Avenues.
Highway 4 – Option 2
Roundabouts at these intersections:
Highway 4 and Highway 55; and
Highway 4 and 9th Avenue West.
Both the west service road and east service road would require modifications to accommodate the roundabouts.
Right-in right-out intersections are proposed at:
Highway 4 and 3rd Avenue;
Highway 4 and 5th Avenue; and
Highway 4 and 7th Avenue.
This would maintain traffic flow north and southbound along Highway 4, but would restrict left turns at 3rd and 7th Avenues and any crossing at 3rd, 5th and 7th Avenues.
Highway 55/First Avenue – Option 3
This option would maintain existing infrastructure including the number of lanes.
Access closures may occur depending on further on consultation. Access to the proposed railway lands development on Flying Dust First Nation land would be accessed at Centre Street and 5th Street West. When traffic volumes warrant them, traffic signals are proposed at 3rd Street East, Centre Street, and 5th Street West.
New sidewalks are also recommended for both sides of the road to support planned development to the north.
Highway 55 – Option 4
Change the existing cross section to a single lane in each direction, with dedicated turning bays at each intersection.
While this may feel like a reduction, traffic models indicate that providing a dedicated space to make left turns will support overall traffic flow. A concrete centre median would be constructed to prevent left turns into driveways and businesses at other locations. Access closures may occur, but would depend on further consultation.
Access to the proposed railway lands development on Flying Dust First Nation land will be at Centre Street and 5th Street West. When traffic volumes warrant them, traffic signals are proposed at 3rd Street East, Centre Street and 5th Street West.

Highway 55 Regional Improvements
The intersection of Highway 55 and Meadow River Road, north of the City of Meadow Lake, would be relocated to improve safety and operational concerns.
The existing access is located on a highway curve. Meadow River Road would be re-aligned and connected to the existing service road east of the highway.
The intersection of Highway 55 and the Flying Dust First Nation Access Road (River Road), east of the City of Meadow Lake, would be realigned to improve safety and traffic flow. The existing access has a sharp angle with the highway, making it difficult to shoulder check when entering the highway. This road will be realigned to connect with Highway 55 at 90 degrees.
