Highway 10 at Fort Qu'Appelle - Functional Planning Study

Introduction

The Government of Saskatchewan is conducting a study for proposed safety and capacity improvements on Highway 10 and Highway 35 in Fort Qu’Appelle, Saskatchewan.

We’ll be looking at the following intersections:
  • Highway 10 and Highway 35
  • Highway 10 and Boundary Avenue
  • Highway 10 and Bay Avenue

What is functional planning?

Functional planning helps us look ahead to address future issues such as traffic congestion and safety concerns.

Your feedback will help identify opportunities and challenges. Since this is early planning work, there is no time frame for construction.

Study

This study will assess traffic capacity along the Highway 10 corridor and identify potential improvements.

It will analyze three intersections, focusing on current traffic volumes and predict growth.

Delays are already occurring at the intersections of Highway 10 with Highway 35 and Highway 10 with Bay Avenue. Additional delays are expected at all three study intersections if there are no improvements.

The study will look at how much land is needed in the future for the intersection of Highways 10 and 35. Land outside this area can be made available for development.

Considerations

The design team considered:

  • existing roadway geometry
  • safety
  • mobility and reliability
  • future predicted traffic, pedestrian, and cyclist volumes
  • locations of utilities
  • available roadway right-of-way
  • construction staging
  • cost

Design Options and Evaluation

Three design options at each intersection are evaluated based on:

  • safety/driver comfort
  • stakeholder feedback
  • traffic delays
  • operations and maintenance costs
  • constructability and construction phasing
  • cost

Highway 10 and Highway 35 Intersection

Option 1 – Traffic Signals with a Southbound Right Turn

Key features:

  • Traffic signals
  • A dedicated southbound right turn lane

This option has fewer anticipated delays when traveling north and south. The safety score is lower due to more conflict points and increased potential for right-angle collisions.

HIGHWAY NO. 10 & HIGHWAY NO. 35 OPTION 1

Option 2 – Traffic Signals with Southbound Left Turn

Key features:

  • Traffic signals
  • A dedicated southbound left turn lane

In terms of safety, Options 1 and 2 are very similar. Option 2 has the lowest construction cost.

HIGHWAY NO. 10 & HIGHWAY NO. 35 OPTION 2

Option 3 – Roundabout

Key features:

  • Single lane roundabout
  • A right turn lane bypassing the roundabout southbound

Benefits include fewer anticipated delays and a higher safety rating. This option has the highest construction cost.

HIGHWAY NO. 10 & HIGHWAY NO. 35 OPTION 3

Highway 10 and Boundary Avenue Intersection

Option 1 – Restricted Left Turns

Key features:

  • Stop signs for Boundary Ave.
  • Raised median along the centerline to prohibit left turns to and from the Highway

Option 1 has the least expected traffic delays. It is considered the safest option and has the lowest construction cost. However, it will restrict left turns to and from the highway at Boundary Ave.

HIGHWAY NO. 10 & BOUNDARY AVE OPTION 1

Option 2 – Eastbound Left Turn Lane

Key features:

  • Stop signs for Boundary Avenue
  • A new left turn lane eastbound

Option 2 has higher anticipated delays for southbound travellers. It also has a lower safety rating.

HIGHWAY NO. 10 & BOUNDARY AVE OPTION 2

Option 3 – Roundabout

Key features:

  • A single lane roundabout
  • A right turn lane bypassing the roundabout southbound

This option has the least anticipated delays and the highest construction cost. Roundabouts are considered very safe.

Highway 10 and Bay Avenue Intersection

Option 1 – Traffic signals

Key features:

  • Traffic signals in all directions

Option 1 has the lowest construction cost but has more conflict points and potential for increased right-angle collisions.

Option 2 – Highway Traffic Signals

Key features:

  • Traffic signals on Highway 10
  • Stop signs on Bay Avenue
  • New northbound right turn lane

In terms of safety, Options 1 and 2 are very similar. Option 2 has fewer potential delays than Option 1, but more delays than Option 3.

Option 3 – Roundabout

Key features:

  • Single lane roundabout

This option has the least anticipated delays and the highest construction cost. Roundabouts are considered very safe.
