The Ministry of Government Relations, in collaboration with various government ministries, agencies, Crown corporations and stakeholder groups, are providing updates on the key steps the province and its partners are taking to mitigate and alleviate potential flooding across the province.
Water Security Agency (WSA)
- An open house will be held in Lumsden on Friday, April 19, at the Dew Drop Inn, 275 James Street North, 3 p.m. to 7 p.m.
- The WSA and the Ministry of Government Relations has now held open houses in Regina, Moose Jaw, Estevan, Fort Qu’Appelle, Regina Beach and Melville to provide information on the spring runoff, how to prepare and the programs and services available.
- Approximately 500 people from a number of communities have attended these events.
Reservoirs
- Rafferty, Alameda and Boundary reservoirs are now below the target levels WSA has established to prepare for the runoff which are lower than required under the International Agreement.
- WSA is now reducing flows from the reservoirs before local runoff begins to contribute significant volumes to the Souris. Implementing the reductions now will ensure releases do not contribute to flooding downstream.
- The runoff in the southwest part of the province is currently underway and no issues are expected in this area.
Ministry of Government Relations
Emergency Management and Fire Safety (EMFS)
- In anticipation of potential spring flooding, the EMFS branch has prepositioned more than one million sandbags, 68,000 feet of Hesco flood barrier and more than 80 pumps to the equipment cache in Regina.
- This equipment will be distributed to municipalities and First Nations across southern Saskatchewan after a review by EMFS.
- EMFS will continue to assist communities to improve their levels of preparedness as runoff approaches.
- EMFS continues to engage with communities, including both municipalities and First Nations, to support their emergency planning prior to the anticipated spring flooding.
Provincial Disaster Assistance Program (PDAP)
- PDAP is preparing new training materials for municipalities and First Nation communities with the goal of maximizing potential financial assistance and accelerating the payment process.
- PDAP staff have completed an update of all program guidelines, website content and other print materials.
SaskPower
- Currently, SaskPower has about a 30-day supply of coal stockpiled at the Boundary Dam Power Station.
- Sandbagging has begun at electrical substations in flood-prone areas, mainly in the southeast and central parts of the province.
- Any release of water at power station dams is at the direction of the WSA; some media outlets have reported that SaskPower decides when to release water but this is not the case.
- Information and tips on what to do before, during and after a flood are posted on the SaskPower website (www.saskpower.com).
- A radio advertising campaign has been running since March 25 encouraging residents to prepare for flooding and directing them to the SaskPower website for more information.
- A SaskPower news release on steps to take in preparing for flooding was issued March 25.
Ministry of Highways and Infrastructure
The Ministry of Highways and Infrastructure has responded to the following six flooding incidents:
- Highway 13 – Water flowed over the road about 2 km west of Hazenmore on the morning of April 8 and receded that afternoon.
- Highway 16 – Water went over the road at the underpass at North Battleford the night of March 28. Water receded by noon the following day.
- Highway 18 – Water began flowing over the road just west of McCord on April 3 and receded on April 4.
- Highway 358 – Water encroached on one lane on March 29 at Flintoff and receded by April 5.
- Highway 363 – Water began crossing the road on April 3, 8 km west of Hodgeville and receded the evening of April 4.
- Highway 922 (Neslin Lake Access) – Traffic was restricted to one lane the night of March 31 due to a damaged culvert. A contractor was brought in on April 2 and repairs were completed later that week.
