GOVERNMENT INCREASES VICTIM SURCHARGE

An increase in the victim surcharge fines collected on provincial offences will help provide improved services to the victims of crime.

"We promised during the election to raise the surcharge and hold offenders more accountable for their actions and we're keeping that promise today," Justice Minister Don Morgan said. "The surcharge is the primary source of funding for programs and services for victims of crime so this increase will play an important role in providing the help victims need."

Where the fine imposed is $500 or less, the surcharge will be increased by $10. Where the fine imposed is greater than $500, the surcharge will be increased by 10 per cent.

Effective July 1, 2008, the increased surcharges on provincial offences will be:

  • $40 where fine imposed is $99 or less;
  • $50 where fine imposed is greater than $99 but less than or equal to $200;
  • $60 where fine imposed is greater than $200 but less than or equal to $350;
  • $80 where fine imposed is greater than $350 but less than or equal to $500;
  • 40 per cent of the fine imposed (rounded off to the nearest dollar) where the fine imposed is greater than $500;
  • $50 where no fine is imposed.

Saskatchewan's Victims of Crime Act was proclaimed on August 1, 1989. The Act established a surcharge on provincial offences to support programs and services for victims of crime. Offenders must pay the surcharge over and above any other punishment imposed on them for all provincial offences and municipal by-laws, other than those prosecuted by bylaw tickets and parking offences.

The imposition of the provincial surcharge is automatic and payment is mandatory. Surcharges are collected by the courts in the same manner as fines. Any payment made by the person convicted of the offence is first applied to payment of the surcharge and then to payment of the fine.
