GOVERNMENT MORE OPEN AND ACCOUNTABLE TO PUBLIC

The Government of Saskatchewan today took further strides in increasing its openness and accountability to the public.

Departments have released their 2002-03 annual reports in a new format that includes new information for the reader with a greater focus on each department's key objectives.

In addition to reporting on 2002-03 activities and accomplishments, this year's annual reports also include 2003-04 department performance plans. The plans identify future goals and objectives, actions that will be taken to meet these objectives, and performance measures to help the public monitor and evaluate progress over time. The 2003-04 annual reports will report on progress and results achieved during the year compared to the original plans.

"These are the latest steps in our long-term commitment to improve openness and accountability to the Legislature and general public," Finance Minister Jim Melenchuk said. "These reports will improve understanding of where government spends money and how we plan, deliver and evaluate public programs and services."

Improvements to performance reporting will further strengthen accountability by providing more information about what results government intends to achieve and, at fiscal year-end, its actual results.

Planning and performance measurement is a work in progress. The public can expect to see refinements to plans and more performance information in future annual reports.

Over the past 10 years, the government has introduced a series of improvements to its financial reporting, such as releasing a mid-year report, Summary Financial Statements and, more recently, quarterly financial reports.
