SASKATCHEWAN DOCTORS EARN RIGHT TO INCORPORATE; PROVINCE ENSURES LIABILITY INSURANCE

The government is taking another step to attract and keep doctors in

communities across Saskatchewan. The government today introduced The Medical

Profession Amendment Act, 2000. The act will give physicians the right to set

up corporations.



"Providing this valuable option to physicians will give us another tool to

recruit much–needed family doctors and specialists to the province, and help us

keep those already practising here," Health Minister Pat Atkinson said.



Atkinson noted that all other western provinces allow their physicians to

incorporate. This act will ensure Saskatchewan is able to compete on a level

footing.



"Today, we are fulfilling a commitment made to the Saskatchewan Medical

Association (SMA) during contract negotiations in 1998," Atkinson added. "This

is yet another step to stabilize our health system and to improve access to

health services for Saskatchewan people."



A total of 1,184 doctors were practising in Saskatchewan as of March 2000, up

from 1,146 in March 1996. The government has worked closely with the SMA

during this time period to establish many new programs to attract and retain

doctors, including:



start-up grants for physicians who establish new practices in rural

Saskatchewan;



incentives for physicians who provide emergency room coverage in

smaller communities on evenings and week-ends; and



bursaries for medical students who agree to serve in rural communities

after graduation.



In the past two years, some three-quarters of Family Medicine Graduates from

the University of Saskatchewan's College of Medicine have remained in the

province—up from fewer than half in 1996.



The new act also contains a measure requiring all physicians to hold adequate

liability insurance. "While the vast majority of physicians currently have

this coverage, we want to ensure consistent protection for all Saskatchewan

people," Atkinson said.



The College of Physicians and Surgeons is currently working on the necessary

bylaws to enforce this standard.
