For the first time since 1994, Saskatchewan reported a decrease of 2.5 per cent
in its total crime rate in 1999.
According to statistics released today by the Canadian Centre for Justice
Statistics, Saskatchewan's rate for youth charged with Criminal Code offences
decreased by 7 per cent in 1999. The rate for youth charged with violent crime
decreased by 6.7 per cent and the rate for youth charged with property crime
decreased by 8.6 per cent. Half of youth charged with violent offences were
charged with the far less serious charge of common assault.
"The latest release by Statistics Canada shows that our programs are right on
track," Justice Minister Chris Axworthy said. "Programs like SHOCAP, which
targets serious and repeat young offenders, are working and the figures
released today show they are working."
Axworthy said the province continues to be tough on crime:
by investing an additional $4.75 million for policing;
through continued funding to police services to crack down on violent
and chronic youth offenders through the Serious and Habitual Youth
Offender Comprehensive Action Program (SHOCAP); and
by continuing to fund police-based serious crime units in Regina and
Saskatoon to take action against criminal gangs.
Axworthy said the province is also addressing the causes of crime through:
continued funding of $350,000 to Aboriginal organizations for programs
that stop the cycle of family violence; and
$250,000 in continued funding to community organizations for crime
prevention programs for children and youth.
Saskatchewan's property crime rate decreased by 5.2 per cent in 1999. "This is
significant, because property crime accounts for nearly half the crime reported
in Saskatchewan during 1999," Axworthy said.
The minister said the 1999 data will be given careful analysis by officials of
the Department of Justice to determine what further steps may need to be taken
provincially to combat crime.
