HIGHWAY NO. 39 UPGRADE AT NORTH PORTAL BORDER CROSSING COMPLETE

Highways and Transportation Minister Judy Bradley, along with North

Dakota Director of Transportation Marshall Moore, today announced the

opening of a joint upgrading project at the border crossing at North

Portal.



"The co-operative spirit shown between our department and the

Department of Transportation in North Dakota on this project is proof

our two countries can work together to improve the free flow of people

and goods across our borders," Bradley said.



The $316,000 (Cdn) upgrade of Highway No. 39 at the border crossing at

North Portal extends into Canada and tapers out at the Canadian

Customs Building allowing one additional lane across the border to

accommodate commercial truck traffic. Interstate No. 52 has also been

improved and widened to include an express lane for trucks with proper

papers and clearances. The total cost of the joint project is

$1.7 million (U.S.)



"The State of North Dakota is fortunate that the United States Federal

Government committed 80 per cent of the funding for the American

portion of this project," Bradley said. "The Saskatchewan Government

is working diligently to get the Canadian government to recognize the

value of a similar commitment."



This upgrading project is the first step in a series of

transportation initiatives the Province of Saskatchewan and the

State of North Dakota are pursuing to improve efficiencies in

cross border transportation. Approximately 1000 vehicles pass

through this port every day. Two hundred of those are commercial

trucks. That number is expected to double by the year 2017.



Saskatchewan and North Dakota have similar transportation

challenges and geographical features in that they are both

landlocked, agricultural and export-based economies.



"To address these similarities, the province and the state have

come up with a plan to enhance our North/South transportation

links," Bradley said. "A plan which includes a comprehensive

traffic survey, the possibility of one stop' weighing of trucks,

and the possibility of a joint customs facility."
