FIRST PHASE OF LOCAL TELEPHONE COMPETITION BEGINS APRIL 1

Released on February 18, 1998

Intergovernmental and Aboriginal Affairs Minister Berny Wiens today

announced that the first phase of local telephone competition will be

available in Saskatchewan on April 1, 1998.



"We are opening the door to the benefits of competition," Wiens said.

"This enables Saskatchewan consumers to have a choice when it comes to

deciding how their local telephone needs will be best met."



Beginning April 1, SaskTel will make its network available for resale.

This first phase of local competition will allow competitors to

purchase SaskTel's local telephone services and resell them to

residential and business customers. Local resale is one of the areas

of local competition that Saskatchewan has already agreed to harmonize

with national regulations.



The next stage is competition between the SaskTel network and other

local telephone networks. Final CRTC decisions on some of the terms

and conditions for competition for network providers are still

outstanding. Following an analysis of the pending CRTC decisions,

Saskatchewan will release the terms and conditions for competition

between network providers.



The government will also draw upon the results of the

consultation on the discussion paper, Policy Considerations for a

Local Competitive Telecommunications Environment and the

extensive work already performed in other areas of Canada to

create terms and conditions which are both fair and targeted to

the needs of Saskatchewan residents.



Although local telephone markets in other jurisdictions were

theoretically opened to network competition on January 1, 1998,

many of the CRTC decisions necessary to give effect to local

competition are still under consideration.



On January 15, 1998 SaskTel released the technical and pricing

information for those areas in which Saskatchewan has agreed to

harmonize with national regulations. This document is available

to companies wishing to examine facilities-based competition in

Saskatchewan from SaskTel's Carrier Services Group.
