CABINET APPROVES DORSEY COMMISSION REPORT

Released on January 17, 1997

Labour Minister Bob Mitchell said today that the Dorsey Commission's
proposals for re-organizing labour relations in the health sector have
been approved by Cabinet.

"The regulations which were delivered to me and made public by Mr.
Dorsey on January 15 are in effect as of today," Mitchell said. "The
Dorsey Commission was requested by the four major unions representing
health care workers. They asked us to bring in Mr. Dorsey and give him
the authority to sort out complex jurisdictional issues they have been
struggling with ever since the health care system was restructured.

"Mr. Dorsey was directed to consider new employment relationships
resulting from restructuring as well as the need to promote integration
of delivery and consistency of employment conditions. He has developed
a framework for labour relations in the health sector which reflects
those terms of reference.

"I regret that not all unions which asked for the commission process
are happy with the outcome. The government's concern is with doing
what is best overall for labour relations in the health care system.
That is why we have accepted regulations which are supported by three
of the major health unions and the employer organization.

"Mr. Dorsey took on a very difficult task and did it well. I want to
thank him for serving as the Health Labour Relations Commissioner."
