MITCHELL RELEASES WORKERS' COMPENSATION COMMITTEE OF REVIEW REPORT

Released on February 13, 1997

Labour Minister Bob Mitchell today released the Workers' Compensation
Committee of Review Report and said a consensus was reached on most
issues. The report contains 54 recommendations and reflects the
agreement of employer and labour representatives on all issues except
workers advocates and benefits for dependent spouses and old age
pensioners.

The committee of review was chaired by Joan Skingle of Regina, with
Susan Hay and Jack Hardy representing employers and Virginia Kutzan and
Richard Johnson representing employees. They were asked to consult
with stakeholders of the workers' compensation system and make
recommendations on governance, financial framework, service delivery,
appeal structures and entitlement.

"Many of the recommendations involve administrative changes at the
Workers' Compensation Board," Mitchell said. "We will be discussing
implementation of these changes with the board. There are also some
recommendations for changes to the legislation which we will consider
following discussions with stakeholders.

"I appreciate the time and effort that committee of review members put
into the development of this report. Because their recommendations are
based on consensus, they are of great value in pointing the way to
improvements in the workers' compensation system."
