OIL RECYCLING PLANT OFFICIALLY OPENED

Deputy Premier and Economic Development Minister Dwain Lingenfelter
today announced that the Saskatchewan Opportunities Corporation (SOCO)
has invested in RRR Environmental Services Ltd., an oil recycling plant
near Regina.

"This is a typical example of entrepreneurship in Saskatchewan,"
Lingenfelter said. "RRR Environmental Services saw a need, and went
out and developed the answer, creating jobs for Saskatchewan in the
process." The plant will employ nine people and support the business
of associated companies providing collection, transportation and other
support services.

RRR Environmental Services recycles waste oil products into fuel oil
and diesel fuel. It has the capacity to recycle up to 12 million
litres of used oil a year using a process that was designed in Canada
and is currently used in a number of other provinces.

SOCO provided a $300,000 term loan as part of the project's financing.
Lingenfelter said the project is eligible under SOCO's mandate to
facilitate economic growth through investment in viable businesses.

"It is the type of operation targeted by the province's economic
development strategy, Partnership for Growth. This business supports
growth and creates wealth and jobs in Saskatchewan's important energy
sector."

Saskatchewan Environment and Resource Management estimates about 37
million litres of used oil are generated annually, and of that only
about 12 million litres are currently collected. Most of the recycling
of the used oil collected is done outside the province. The remaining
oil is stockpiled or improperly disposed of at landfills, on roads or
by other unapproved methods.

"The volume of used oil is a serious environmental problem,"
Lingenfelter said. "The RRR Environmental Services plant will help
deal with that problem, and the recycling work that now goes to Alberta
and British Columbia can be done in Saskatchewan and create jobs here."

Last May, the government authorized the development of regulations
requiring industry to provide for a province-wide system of collection,
reuse, recycling or disposal of waste oil and waste oil products such
as filters and containers. The system is in the process of being
established, and an industry association, the Saskatchewan Association
of Resource Recovery, has been established to fund a used oil waste
management program on behalf of participating first sellers. The
association will, on behalf of its members, oversee development and
operation of the system and establish collection depots which will
increase the volume of used oil collected in the province.
