PUBLIC CONSULTATION MEETINGS ON EDUCATION EXPANDED

Released on May 17, 1996

Education Minister Pat Atkinson today announced province-wide
consultations on the future of public education will begin on May 27 in
Swift Current and continue at 50 scheduled locations throughout the
remainder of May and June.

"There has been great interest in this public consultation process and
we have responded with a large number of meetings and locations,"
Atkinson said.

More meetings will be held during July, August, September and October.
Communities wishing to schedule meeting are encouraged to call the
Regional Office of the Department of Education in their area, or the
Minister's Office.

The original schedule of 34 meetings was released on May 7, 1996, when
the minister announced the province-wide consultations on structuring
options for public education.

The options are presented in a public discussion paper entitled
Structuring Public Education for the New Century: Ensuring Quality
Education for Saskatchewan Students. The discussion paper will be
available at the public meetings, or in advance at the Department of
Education and the department's regional offices. The discussion paper
is also available at http://www.education.discuss.gov.sk.ca on the
Internet.

Public Consultation on Education Structure

History

Currently there are 119 school divisions in Saskatchewan: 89 public, 22 separate and 8 conseil scolaire
(Francophone school divisions).

Two major reviews of the structure of education recommended restructuring the education system to enable
all school divisions to provide a wide range of programs and services.

The School Finance and Governance Review in 1991 suggested that the size of school divisions
increase to an average of 7,000 students.
The Saskatchewan School Trustees Association Task Force on Educational Governance in 1993
recommended the establishment of about 35 divisions with enrollments of 2,500 to 5,000 students each.

Voluntary pilot projects since suggest that restructuring could achieve administrative savings that may be
redirected to the classroom. For example:

A joint planning report from Kinistino, Prince Albert and Prince Albert Rural school divisions
estimates that restructuring could free up to $500,000 a year, and
The Arcola and Oxbow school divisions estimate that by sharing a director of education and a
secretary-treasurer, over $100,000 in administrative savings has been realized.


Purpose

Following the New Century public consultations by the provincial government, which identified education as
a priority, the current consultations are taking place to identify the best ways to structure the education system
for the future, especially in rural Saskatchewan.

Options

Four options are presented in the public discussion paper and other options and suggestions are invited. The
four options for consideration include:

Status Quo - current school division structure to exist but changes would continue to occur and be locally
determined.

School Division Restructuring - new boards of education to be elected in larger divisions and local school
councils established.

Regional Partnership Approach - restructure school divisions and set up local school councils, with new
partnerships between school divisions, post-secondary institutions and other organizations.

Regional Learning Authorities - integrate Kindergarten to Grade 12 education with some post-secondary
programs and services.
