CHANGES IN REGULATION OF TRUCKING PROPOSED

Released on June 12, 1996

Highways and Transportation Minister Andy Renaud and Clay Serby,
minister responsible for Saskatchewan Government Insurance, today
announced the release of a proposal on the Regulation of
Intraprovincial Trucking.

The proposal states that effective Sept. 1, 1996, geographic
restrictions will be removed from existing business licences thereby
allowing carriers to serve the entire province. Currently most
business licences restrict carriers to specific routes. At the same
time, the Highway Traffic Board will suspend its regulation of most
general merchandise rates.

The 1994 federal-provincial Agreement on Internal Trade committed the
province to deregulate intraprovincial trucking by Jan. 1, 1998. This
proposal should allow for a smooth transition for shippers, carriers
and receivers of goods. The proposal should promote greater efficiency
in trucking, fostering movement of goods at reasonable prices, while
reducing regulatory burdens on the trucking industry by simplifying
regulations. It will also provide more competition and put consumers
in a better position to negotiate prices for the transportation of
their goods.

The proposal is being circulated among shippers, truckers and
associations. Comments are requested by June 30, 1996, on how best to
proceed with implementation of intraprovincial trucking deregulation.
Apart from Saskatchewan, Manitoba and British Columbia, all other
Canadian jurisdictions have deregulated intraprovincial trucking.

"We are putting forward specific proposals for changing the current
economic regulation of the intraprovincial trucking industry," Renaud
said. "We are proposing to implement a phased process similar to what
Manitoba is undertaking, beginning Sept. 1, 1996, with full
implementation Jan. 1, 1998."

"This proposal should help industry respond to change created by global
competition," Serby said. "The specific proposals are a major shift
from historical patterns and practice."
