TEICHROB ANNOUNCES CHANGES TO LOTTERY AGREEMENT

Released on February 22, 1996

Municipal Government Minister Carol Teichrob today confirmed that
Saskatchewan has approved the recommendation of the Western Canada
Lottery Corporation (WCLC) to contract services with the Ontario
Lottery Corporation (OLC).

"The province is forecasting up to $2 million in savings per year with
the new arrangement," Teichrob said. "That means more money will be
available to the 12,000 sport, culture and recreation groups which
receive funding from Saskatchewan Lotteries. Also of great importance
is the fact that no jobs will be affected in Saskatchewan because of
this move."

The WCLC has been investigating ways to realize administrative savings
while maintaining or increasing lottery revenues.

"This can be achieved through contracting services from the Ontario
Lottery Corporation because of its state-of-the-art computer system.
The OLC is the largest lottery corporation in Canada," Teichrob said.

The Western Canada Lottery Corporation will continue to manage the
contract arrangement for lottery operations in the Prairies and
Territories.

"The province, as a partner in WCLC, is confident that this is the best
arrangement for Saskatchewan because of the efficiencies obtained."

"Alberta had previously indicated its intention to withdraw from the
WCLC, but is a full partner with Manitoba and Saskatchewan in this
initiative," Teichrob said.

Currently, more than $18 million is distributed through Saskatchewan
Lotteries to volunteer community sport, culture and recreation groups
in Saskatchewan.
