PUBLIC INVITED TO PARTICIPATE IN REVIEW OF CROP INSURANCE

Released on February 20, 1996

Agriculture and Food Minister Eric Upshall today encouraged
Saskatchewan producers to participate in public consultations about
improvements to the crop insurance program.

The consultations are part of a commitment made by ministers of
agriculture to conduct a national review of crop insurance during the
winter of 1996, with changes to be implemented as early as 1997.

"The review is responding to concerns expressed by some farmers
regarding coverage levels, premium costs and program debt," Upshall
said.

Farmer concerns with the crop insurance program have resulted in lower
participation levels in recent years.

"Review participants will be given the opportunity to provide their
perspective on five suggested options to improve the crop insurance
program, as well as to comment on a federal proposal concerning the
future of the crop insurance program. Other suggestions by individuals
or groups are welcome.

"The consultations are an important way for government to hear the
views of producers to better target agricultural dollars to meet the
needs of farmers," Upshall said.
