EARLY RETIREMENT PACKAGES ANNOUNCED FOR GOVERNMENT EMPLOYEES

Released on February 14, 1996

Lorne Calvert, minister responsible for the Saskatchewan Public Service
Commission, today announced that a managed early retirement package
will be offered to employees of the Saskatchewan government who meet
age and service requirements.

"The early retirement program is described as a managed or a restricted
retirement package," Calvert said. "The objective is to match, where
possible, position eliminations with those employees who qualify for
early retirement and who indicate their desire to be considered for
it."

Human resource staff of all government departments are today in the
process of distributing information so that employees are fully aware
of the early retirement package. The first criterion for employee
eligibility is that the combination of age and service must equal 80
years or more. The package has been announced today so that staff will
have adequate time to examine and consider it before making decisions.

Calvert said it is expected that there will be downsizing of the
Saskatchewan public service when the provincial budget is unveiled in
March.

The minister said the government will approach downsizing with care and
consideration for its employees.

"A significant part of the downsizing may be accomplished through the
elimination of vacant positions, through attrition, redeployment and
early retirement. However, positions will be eliminated and,
consequently, there will be some layoffs."

Calvert said the decision to downsize responds to the budgetary
pressures in light of federal government cuts, and the need to
streamline government so it will be more effective at an affordable
cost.

"Programs and services must be able to withstand future financial
pressures. It is essential to protect priority programs and services,"
Calvert said.

Specific information on the number of positions to be eliminated, and
which departments will be affected will not be available until the
budget is introduced in the Legislature in March.
