NEW POLICE SERVICE FOR FILE HILLS AGENCY FIRST NATIONS

A new police service for the File Hills Agency First Nations was opened
today by Justice Minister Ned Shillington, Chief Joe O'Watch, Chief
Marie Anne Day Walker, Chief Irvine Starblanket, Chief Clarence
Bellegarde, Chief Eugene Poitras; and by Patrick Gagnon, parliamentary
secretary to federal Solicitor General Herb Gray.

The new police service, established under a Community Tripartite
Agreement signed in December, 1994, will provide dedicated policing
service to five First Nations communities. These communities are:
Carry the Kettle Nakota First Nation, Peepeekisis Cree First Nation,
Okanese Cree First Nation, Star Blanket Cree First Nation, and Little
Black Bear Cree-Assiniboine First Nation. The policing consists of
five members of the RCMP-First Nations Community Policing Service.

"This community tripartite agreement strengthens police accountability
to the File Hills First Nations," Shillington said. "Increasing First
Nations management of policing will ensure responsive and effective
protection for their communities."

"The federal government, through the First Nations Policing Policy, is
serious in its desire to see practical and culturally appropriate
policing services in place for First Nations communities in Canada,"
Gagnon said. "This new police service for the File Hills First Nations
is one example of this commitment."

"Under this agreement, we will have First Nations police officers who
are accountable to our communities and who understand and respect our
cultures," said Art Walker, executive director of the File Hills Agency
First Nations.

The five aboriginal police officers will be deployed in two units
located in the band offices of the Okanese (three officers) and Carry
the Kettle (two officers) First Nations. Elders will also assist the
police with their work and a police management board, with local
membership, will help set policing priorities and improve police
accountability to the communities.

The federal government will pay 52 per cent and the provincial
government 48 per cent of the cost of the new police service.
