Qualified Persons

Qualified persons (QPs) are professionals with the expertise and credentials required to assess, report and verify environmental conditions under results-based regulation. They streamline processes and enhance environmental and resource management through:

  • Improved environmental submissions and reports;
  • Improved compliance with the Saskatchewan Environmental Code; and
  • Effective use of innovation and alternatives.

When a QP is hired by a company to conduct environmental work, they also serve as an agent of the ministry when submitting regulatory documents.

This dual role means that a QP must:

  1. Act in the interest of their employer – Providing expert advice and conducting assessments to help businesses meet environmental requirements.
  2. Fulfil their duty to the ministry – Ensuring that all submitted documents are accurate, objective and comply with regulations or the environmental code, as these records guide ministry decisions and enforcement.
