Hazardous Materials Storage

Storing hazardous materials and waste dangerous goods avoid environmental impacts or risk to human health. To minimize these risks, the Ministry of Environment regulates construction, operation, and decommissioning of storage facilities, such as gas stations, bulk fuel facilities, agrichemical facilities, waste oil collection facilities, and other facilities that store hazardous substances and waste dangerous goods.

Construct or Upgrade and Operate a Storage Facility

As of October 1, 2025, there is a $1,000 permit fee for approvals to construct or alter stand-alone hazardous substances or waste dangerous goods storage facilities. Read our fact sheet to learn more.

The Ministry of Environment must approve the construction, alteration or expansion of a facility to handle hazardous substances or waste dangerous goods. All hazardous substance storage facilities require operating approvals. All storage facilities require operating approvals. Construction, alteration and expansion approvals are subject to a $1,000 application fee. Repairs, general maintenance, and replacement of storage facility components that do not result in an overall increase in facility capacity, also require ministry approval to proceed, however these applications are not subject to the $1,000 application fee. An application must be submitted, to register the updated facility specifications and receive an updated operating approval.

Decommission a Storage Facility

Owners require an approval from the Ministry of Environment to dismantle or decommission equipment used to store and handle hazardous substances and waste dangerous goods. Applications to decommission a storage facility must be submitted along with an application to construct, if facility components are being decommissioned as part of alteration or replacement activities, if old facilities are being decommissioned as part of the project. Applications to decommission are not subject to the $1,000 application fee.

The safe and appropriate storage of hazardous materials is critical to avoid environmental impacts or risk to human health.

The Ministry of Environment maintains a list of all hazardous substance storage facilities that includes:
