Compost Facilities

A compost facility takes organic material like food scraps or yard trimmings, and helps it break down naturally with the help of oxygen. Composting is an important part of waste reduction. It diverts organic waste from the landfill and transforms it into nutrient-rich soil conditioner that:

  • Results from the biological decomposition and stabilization of organic materials under warm, oxygen-rich conditions;
  • Is beneficial to plant growth; and
  • Is sanitized to a degree that protects human health.

New Compost Facility Chapter

The Compost Facility Chapter came into effect on May 14, 2025. This new chapter will help increase composting efficiency in the province by allowing smaller composting facilities to operate with less administrative burden. 

If you are an existing facility owner, you have until October 1, 2025 to notify the ministry. If you are a landfill owner operating a composting facility, your permit will be updated upon notification.

Guidance Documents

Facilities accepting more than 15,000 tonnes of materials of either or both feedstock and amendment annually are required to follow the alternative solution. Guidance documents are available below to assist facility owners with navigating the requirements of the new chapter.

If you are an owner of a compost facility following an alternative solution, this guidance document provides information on the requirements for compost facilities accepting more than 15,000 tonnes of materials of either or both feedstock and amendment annually, or facilities following an alternative solution under the Saskatchewan Environmental Code's Compost Facility Chapter. The alternative solution can be followed when some or all requirements of the acceptable solution cannot be met, or an innovative approach is preferred.

The Compost Facility Chapter, as part of the Saskatchewan Environmental Code, provides information on the regulatory requirements for establishing, operating and closing a compost facility in Saskatchewan.

The Compost Facilities Acceptable Feedstock and Amendment Standard identifies materials that can be accepted at facilities. It is used concurrently with the chapter.
