The investigations carried out by the Public Complaints Commission (PCC) of two separate incidents have concluded.
The first complaint surrounds the actions of a Regina Police Service (RPS) officer on March 23, 2013, after he shot and killed a dog at the private residence of Peter Cote.
The discharge of the officer’s firearm was reviewed and found to meet the policy and practices of the RPS. The policy provides for a firearm to be used to subdue a vicious animal. After reviewing all the information, the PCC is satisfied the officer was engaged in the lawful performance of his duties. While the death of the animal was extremely unfortunate, the PCC has determined that the circumstances did not substantiate misconduct by the officer.
The second complaint stems from an allegation that on January 21, 2013, a Saskatoon Police Service (SPS) officer took 19 year-old Drayton Bull to an isolated area near the city in minus 30 degree temperatures and left him to walk home. The matter was referred to the PCC and investigated.
Reports and records were obtained from the SPS that confirmed no police vehicles were outside the city limits of Saskatoon during the date or time of the alleged incident.
Witnesses advised that Mr. Bull had consumed several alcoholic beverages during that evening and appeared intoxicated. Mr. Bull acknowledged that he only recalled parts of the incident, having blacked out for periods of time and that although he encountered an individual in black pants, he did not specifically identify the individual as being a police officer.
There is no reasonable basis to support Mr. Bull’s complaint. The PCC has concluded that improper action by any SPS officer in these circumstances is not supported and has directed that no further investigation is required.
The PCC is an independent authority appointed by the government to provide civilian oversight of complaints against municipal police in Saskatchewan. The role of the PCC is to ensure both the public and the police are guaranteed an impartial and thorough investigation and review of a public complaint.
