Premier Brad Wall today named Crown Investments Corporation (CIC) Minister Tim McMillan as the new Minister responsible for Saskatchewan Liquor and Gaming Authority (SLGA) - a position formerly held by Justice Minister Don Morgan.
Wall made the change after being advised that, by holding the position of SLGA Board Chair, Morgan was technically in breach of The Alcohol and Gaming Regulation Act.
Morgan, who was appointed SLGA Minister on June 29, has a 1.5 per cent ownership share in two Saskatoon hotels. Those hotels have lounges that serve alcohol and have VLTs. Section 11 of The Alcohol and Gaming Regulation Act states that no board member or employee of the SLGA may have any ownership share in any business that sells beverage alcohol or has VLTs.
Morgan learned that he may be in breach of the Act last week and immediately brought the matter to the attention of Premier Wall, who asked the Ministry of Justice to review the matter. They referred it to Alberta Justice. Wall removed Morgan from the SLGA Board and directed Morgan to refrain from any ministerial responsibilities pertaining to SLGA while the matter was under review.
Alberta Justice has now completed its review and has advised that while Morgan's holdings put him in breach of the Act, the matter does not warrant prosecution.
The SLGA Board did not meet nor were there any policy changes during the period Morgan was SLGA Minister.
"It was Don who identified the problem," Wall said. "It was Don who brought it to my attention. And it was Don who offered to step back from his duties while this matter was being reviewed."
Wall said the change in ministerial responsibilities addresses the issue. McMillan adds Minister responsible for SLGA to his responsibilities as CIC Minister and Minister responsible for Saskatchewan Government Insurance (SGI), Information Services Corporation (ISC) and Information Technology Office (ITO). Morgan continues to serve as Minister of Justice and Attorney General, Minister of Labour Relations and Workplace Safety and Minister responsible for the Workers' Compensation Board (WCB).
"Tim McMillan has done a solid job in his brief time as a new Minister and I know he will do a great job as Minister responsible for SLGA," Wall said.
