The Government of Canada and the Province of Saskatchewan today officially opened 20 new units of affordable rental housing for families in La Ronge.
The announcement was made today by Rob Clarke, Member of Parliament for Desnethé-Missinippi-Churchill River, on behalf of Diane Finley, Minister of Human Resources and Skills Development and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC), and Social Services Minister and Minister responsible for Saskatchewan Housing Corporation (SHC) Donna Harpauer.
"The Government of Canada is committed to making affordable housing available in Saskatchewan and across Canada for those who need it most," said Clarke. "The La Ronge Aurora Pines project and the Northern Teacher Education Program project are helping low-income families access safe and suitable housing and build a stronger future for themselves."
"We are pleased to work with the federal government to help build better lives for Saskatchewan people through affordable housing," Harpauer said. "The addition of these housing units will help to meet the demand for affordable housing in northern communities, and allow families to take advantage of employment and education opportunities in their community."
The first project, La Ronge Aurora Pines, consists of 12 units (six two-bedroom and six three-bedroom units) built as one duplex and one ten-plex. The total project cost is approximately $2 million. Together CMHC and SHC contributed approximately $1.1 million to the project. The remaining funding was provided by the project sponsor through mortgage financing and sponsor contributions.
The second project consists of eight family apartments (six four-bedroom and two five-bedroom units) for Northern Teachers Education Program (NORTEP) students. The $2 million project was developed and managed by NORTEP. The total combined funding provided by CMHC and SHC is $768,000, with an additional $315,000 provided by the province through the Northern Development Agreement. The remaining funding was raised by the project sponsors from grants from a number of sources. The project is designed to meet the demand for affordable housing for larger families in the community.
Funding for both projects was made available as a result of a joint investment under the amended Canada-Saskatchewan Affordable Housing Program Agreement. The federal and provincial governments are contributing equally to this overall investment.
In 2008, the Government of Canada committed more than $1.9 billion over five years to improve and build new affordable housing and to help the homeless. Canada's Economic Action Plan builds on this with an additional one-time investment of more than $2 billion over two years in new and existing social housing, plus up to $2 billion in loans to municipalities for housing-related infrastructure.
The amendment to the Canada-Saskatchewan Affordable Housing Program Agreement, which included funding under Canada's Economic Action Plan, signed in May 2009, brought federal housing support of $74 million to the province. The Government of Saskatchewan will match that commitment for a total of $148 million to assist those in housing need and, in collaboration with other levels of government and community partners, to make various types of affordable housing programs possible. In Saskatchewan, federal-provincial housing programs are delivered through the Saskatchewan Housing Corporation.
