SASKATCHEWAN SURGICAL INITIATIVE: NEW APPROACH TO CT SERVICES IN REGINA

Saskatchewan is putting patients first by acting on a key Saskatchewan Surgical Initiative commitment. The province is moving to reduce the length of time people wait for important medical procedures through exploring third party options for providing diagnostic imaging services.

The first step in the process has been taken today with Regina Qu'Appelle Health Region (RQHR) issuing a Request for Proposal (RFP) to explore using a third-party supplier to provide computed tomography (CT) services in a publicly-funded private facility beginning early in 2011.

"This is a key step toward improving the surgical experience for patients," Health Minister Don McMorris said. "Patients wait too long for diagnosis and wait times for CT scans are a particular concern in Regina. The selected service provider will work within the publicly funded, publicly administered health system to expand our CT capacity and reduce the backlog of patients waiting."

McMorris stated that an agreement with a third-party service provider will require that privately delivered CT scans cost the same as, or less than, services delivered in the public system.

The Regina Qu'Appelle Health Region currently operates three CT scanners, two at Regina General Hospital and one at Pasqua Hospital. All are running seven days a week at maximum capacity. The new CT scanner could be operational in early 2011 and provide approximately 2,500 scans by the end of the fiscal year.

"We have been exceeding sustainable capacity in CT services for the past two years and have exhausted our equipment and staff in order to maximize our service delivery," RQHR Diagnostic Imaging, Nuclear and Laboratory Medicine Executive Director Jim Slater said. "A fourth CT, in a publicly funded, publicly administered system will be a great relief and provide us with the additional capacity we need to meet priority wait times."

Third-party delivery of services was endorsed by the Saskatchewan Surgical Initiative after extensive consultation with health providers and delivery organizations about how to transform patient care and address surgical wait times. The goal of the Initiative is to ensure that by 2014, no one has to wait more than three months for surgery.

To meet RQHR's commitments under the Saskatchewan Surgical Initiative, the Region is continuing to explore options for contracting with third-party organizations to undertake day surgical procedures outside of a hospital setting.

In March, the province unveiled the Saskatchewan Surgical Initiative's plan: Sooner, Safer, Smarter: A Plan to Transform the Surgical Patient Experience. It is built on five objectives: shorter waits for surgical care; a better experience for patients and families; safe, high quality care; support for good health and patient-centred providers.
