WORKING WITH THE PRIVATE SECTOR TO ENHANCE PARK SERVICES

Released on February 16, 2010

The Ministry of Tourism, Parks, Culture and Sport has reached an agreement with NICOR Developments Inc. of Regina for the purchase of 23 rental cabins at Greenwater Lake Provincial Park.

The rental cabins are the only remaining rental accommodations operated by the ministry within the provincial park system. All other rental accommodations have either been leased or sold to the private sector, a process that began in the 1980s.

"Rental accommodations within provincial parks are considered commercial enterprises," Tourism, Parks, Culture and Sport Minster Dustin Duncan said. "This is an opportunity for these properties to be developed to their full potential. The ministry will continue to concentrate its resources on park facilities, services, camping and other key priorities such as natural and cultural conservation."

The agreement stipulates that NICOR will upgrade the existing cabins and add more rental accommodations. Thirteen of the existing units are winterized and operate all year. The remaining ten are not winterized and operate during the summer. The sale agreement also says the buyer will expand the rental operation to a minimum of 33 cabins by 2012.

"We are genuinely delighted with the opportunity to work with the ministry," NICOR Developments President Ross Keith said. "We also look forward to working with the other businesses in the area. We share a common goal with the ministry and those businesses, which is to increase and enhance the utilization of the park facilities."

The park land upon which the cabins are located will not be sold and NICOR will be required to pay a yearly lease fee to the ministry. NICOR will also pay for water, sewage disposal and any other services provided by the ministry. Any further development will also need to meet current environmental regulations.

"The ministry has a long-standing partnership with the private sector whose members provide a variety of visitor services throughout provincial parks," Duncan said. "This sale will result in higher quality accommodation in Greenwater Lake Provincial Park, which will enhance the recreation opportunities in the park."

The sale is expected to be completed in time for the 2010 summer park season.
