On March 21, 2007, the Securities Division of the Saskatchewan Financial Services Commission extended the Temporary Cease Trade Orders originally issued March 6, 2007, against Meridian Investment Group S.A., based in Costa Rica, Arial Trading LLC, also based in Costa Rica, and Hartford Capital Management S.A., based in Panama. Hartford Capital Management S.A. should not be confused with Hartford Investments Canada Corp.
These extended orders also apply to the company representatives, Bruce White, who acts on behalf of Hartford; Don Brasfield, John Reece, Rick Saxon and George Dizcarra, who act on behalf of Arial Trading; and Frank Grant and Timothy Bell, who act on behalf of Meridian.
Timothy Bell is also the subject of a Cease Trade Order issued in July 2006 against Wellington Trading Group S.A. and others.
As a result of publicity regarding these orders, Saskatchewan investors came forward with concerns about these firms. On March 19, 2007, a subsequent Temporary Cease Trade Order was issued against Bruce Kirkpatrick and Jeffery Manz, two representatives of Arial Trading. Kirkpatrick and Manz were not identified in the March 6, 2007 order.
All three firms and those acting for them solicited investments from Saskatchewan residents through telephone and e-mail canvassing.
“These firms and the individuals acting for the firms are not registered to trade in securities or act as advisors, and have contravened provincial registration requirements,” Deputy Director of Enforcement for the Saskatchewan Financial Services Commission Ed Rodonets said. “There is no protection to the public if such firms are not duly registered with the Commission.”
The Cease Trade Orders are in effect until there have been hearings before the Commission or the companies and individuals named become registered.
The investigation is ongoing and anyone having dealt with these companies and any of their representatives is asked to contact the Saskatchewan Financial Services Commission.
