PUBLIC COMPLAINTS COMMISSION ESTABLISHED

A new Public Complaints Commission (PCC) has been established as part of fundamental changes to the public complaint investigation and decision process. This Commission is part of the government's response to both the Stonechild Inquiry and the Commission on First Nations and Métis Peoples and Justice Reform.

Members of the five-person Commission include Robert W. Mitchell, Q.C., Regina, chair; Catherine Knox, Saskatoon, vice-chair; Ray Fox, North Battleford, member; Loretta Elford, Regina, member; and, Michel (Mike) Maurice, Saskatoon, member.

"The composition of the Public Complaints Commission is crucial to improving public confidence in the complaints process," Justice Minister Frank Quennell said. "The Act specifically requires the Public Complaints Commission to include First Nations and Métis representation at the Commission level."

The PCC will have direct control over who conducts the investigation into any public police complaint, including criminal matters. The Commission will be able to complete an investigation into a criminal allegation against a member or chief of police even after that member or chief resigns.

The PCC legislation requires that consultations be conducted with the Saskatchewan Association of Chiefs of Police, Federation of Saskatchewan Indian Nations, Saskatchewan Federation of Police Officers, and local police boards prior to appointments. Consultations were also conducted with the Métis Family and Community Justice Services.

Appointments are effective upon proclamation of The Police Amendment Act, 2005, and are for a three-year term.
