A new program will change the way new drivers are licensed in Saskatchewan. The Graduated Driver's Licensing Program will come into effect September 1st, 2005.
"I am pleased to announce that SGI is implementing a Graduated Driver's Licensing Program for all new drivers in the province," Minister responsible for SGI Maynard Sonntag said. "The program is designed to assist new drivers in gaining valuable experience as they work toward becoming fully qualified drivers."
Graduated Driver's Licensing is a staged introduction of new drivers into the driving environment. Drivers will gradually move into higher risk driving situations after gaining experience in lower risk situations. The program replaces the current Probationary Drivers Program, which provides new drivers with full driving privileges and takes action only after they are involved in collisions or convictions.
There are three stages to Saskatchewan's Graduated Driver's Licensing Program: Learner, Novice 1 and Novice 2. As drivers pass through these stages, they will see fewer restrictions at each stage until they graduate to an experienced Class 5 driver's licence. If a new driver displays good driving experience with no incidents or interruptions, they will graduate to a Class 5 licence in 18 months. Any incidents or interruptions will delay their graduation to an experienced licence.
"Graduated Licence programs work to save lives and prevent injuries," Sonntag said. "Saskatchewan is following the lead of other provinces, and is relying on their experiences to make our program that much more effective."
The new program is the result of research and hard work undertaken by a five-member independent panel appointed by the government to consult with the public on the components of a Graduated Licence Program in Saskatchewan.
"On behalf of SGI and the Government of Saskatchewan, I must thank the Graduated Licence Review Panel for helping develop a graduated licensing model that will provide our province's new drivers with a greater degree of confidence, while helping to reduce the number of collisions on our roads," Sonntag said.
