CASINO APPROVED FOR WHITECAP DAKOTA FIRST NATION

The Federation of Saskatchewan Indian Nations (FSIN) has been granted conditional approval for the Saskatchewan Indian Gaming Authority (SIGA) to build and operate a new casino on the Whitecap Dakota First Nation south of Saskatoon.

Minister Responsible for the Saskatchewan Liquor and Gaming Authority Eric Cline said that the casinos already operated by SIGA are playing a significant role in assisting First Nations people in reaching their economic goals.

"A new SIGA casino will continue this positive impact by generating jobs and business opportunities for First Nations people in the Saskatoon area," Cline said. "This project has strong local support. It represents a significant capital investment, will provide more than 550 long-term local jobs and will generate increased tourism for Saskatoon and area."

In conjunction with the development of the new casino, government, SIGA and the Saskatoon Prairieland Park Corporation (SPPC) will also address the future of the Emerald Casino, which is operated by SPPC in Saskatoon. "We want to ensure that the interests of SIGA, SPPC and in particular, the employees of SPPC, are fairly considered in the establishment of a new casino," Cline said.

Before the development of a new casino proceeds, the government and the FSIN must amend the 2002 Gaming Framework Agreement to allow for the establishment and operation of an additional casino. Amendments will include a provision to hold profits in trust that would normally flow to First Nations from the new casino in the event that outstanding accountability issues are not fully addressed by the time the Casino is operational.

"SIGA has made significant strides in increasing profits in recent years by reducing expenses and strengthening fiscal accountability," Cline said. "SIGA has completed the development of approximately 100 policies which were put in place this past spring to address a key concern of the Provincial Auditor. As it prepares to expand its operations, it is critical that SIGA continue the process of enhancing and entrenching sound business management practices to ensure that it maximizes the profits and benefits generated for the province, First Nations and community groups."

The new casino, which will be located 27 kilometres south of Saskatoon on the Whitecap Dakota First Nation, will be SIGA's fifth casino in Saskatchewan. SIGA currently operates casinos in Prince Albert, North Battleford, Yorkton and on the White Bear First Nation near Carlyle. In 2003-04, SIGA generated $33.2 million – the highest net income recorded since SIGA's inception in 1995.
