Any Saskatchewan resident, or former resident, is eligible for nomination, with the exception of current elected members of the Legislature or Parliament, and judges currently holding office. Only individuals are eligible. Couples, groups or organizations cannot be nominated.

Posthumous nominations are accepted within one year of the date of the person's death.

The fields of endeavour recognized by this honour include agriculture; business and industry; education and research; literature; visual and performing arts; occupational and professional achievement; and public and community service.
