NEW INITIATIVE IN NORTHERN HOUSING

The province is implementing a new $3 million option to promote

independence and self-sufficiency in the North through home ownership.



The Accelerated Homeowner and Repair Option (AHRO) is available to clients

of the province's northern Homeowner Program. The new option responds to

the recommendations of northerners, summarized in a report on the

province's June 2002 northern housing consultations that was released today

in La Ronge at the Northern Municipal Round Table.



"AHRO is the latest provincial initiative in northern housing, spurred by

our consultations with northerners," Social Services Minister Glenn Hagel

said. "The new option will provide approved homeowners with funding for

necessary repairs, as well as mortgage discount assistance to help them to

own their own homes."



The home repair assistance is available on a cost-matched basis to address

health and safety and energy-efficiency issues, as well as to ensure the

long-term livability of the units.



"Individuals, communities and all levels of government have a shared

responsibility to ensure positive outcomes in housing," Northern Affairs

Minister Buckley Belanger said. "This initiative demonstrates the

province's commitment to do its part to ensure adequate, suitable and

affordable housing in northern Saskatchewan."



Nearly 400 low-to-moderate-income homeowners in the North are eligible for

assistance. Homeowners who are interested in the new option must be

willing and able to personally or privately finance their portion of both

the mortgage and repair costs, as well as meet all on-going costs

associated with home ownership without further government assistance.



The province has allocated up to $3 million, over the next three years, for

AHRO. This commitment is on top of the $6 million for northern housing to

be provided by the province and the federal government over the next four

years under the Centenary Affordable Housing Agreement announced in June.
