Released on December 20, 2002
The Saskatchewan Government today issued a discussion paper to stimulateinput from Saskatchewan businesses on changes to procurement procedures
currently used by Saskatchewan Property Management Corporation (SPMC).
"Saskatchewan businesses currently win more than 80 per cent of tenders
issued through SPMC, but we believe there is more that can be done to
support the businesses in our province," Minister Responsible for SPMC
Andrew Thomson said.
"We believe we can make it easier for Saskatchewan businesses to compete
for government business. By issuing this paper, we're making sure the
business community gets the chance to help us shape those changes."
Over the last three years, government has purchased more than $300 million
in goods and services from Saskatchewan businesses, not including
government spending on construction.
Changes suggested in the discussion paper released today include:
Saskatchewan supplier preference for tenders;
supplier development initiatives;
free access to Saskatchewan tenders via the Internet; and
new guidelines for the procurement of service contracts.
"Our commitment to work with Saskatchewan businesses is strong. We're
listening to Saskatchewan businesses and working to improve our procurement
processes," Thomson said.
As part of its commitment to supporting Saskatchewan businesses, SPMC is
hosting a Purchasers' Showcase January 22nd, 2003 in Saskatoon. This
showcase will bring dozens of organizations together, making it easier for
Saskatchewan businesses to tap into opportunities available through public-
sector procurement.
SPMC's procurement processes will remain fair, open and competitive and
Saskatchewan will continue to honour the Agreement on Internal Trade.
The deadline for submitting responses to the discussion paper of
procurement will be February 15th. Copies of the paper are available at
www.spmc.gov.sk.ca.
