FRENCH-LANGUAGE SERVICES STRENGTHENED THROUGH NEW FEDERAL-PROVINCIAL AGREEMENT

Minister of Canadian Heritage Sheila Copps and Saskatchewan Provincial

Secretary Jack Hillson today announced the Canada-Saskatchewan General

Agreement on the Promotion of Official Languages to promote French-language

services and the development of the Francophone community in Saskatchewan.



"By broadening access to government services in French, the vitality of

Saskatchewan's Francophone community will be strengthened," Copps said. "The

Government of Canada is pleased to work with the province of Saskatchewan to

enhance the range and quality of French-language services offered to the

Francophone population."



"Saskatchewan's Francophone community contributes a great deal to the character

and success of this province," Hillson said. "This agreement underlines the

provincial government's commitment to pursue practical measures to assist our

Francophone community in its on-going development."



The cost-sharing agreement between the two levels of governments will provide a

maximum of $3.15 million over five years to support provincial French-language

initiatives. The agreement includes an action plan through which the province

will enhance its liaison with the Francophone community. In addition, it will

support on-going activities with respect to provincial statutes and the

courts. The provincial Office of French-language Co-ordination will be

responsible for implementing the action plan.



The Government of Saskatchewan also funds French-language education services

from kindergarten through Grade 12 and some post-secondary education programs

through Saskatchewan Education; employment services through Saskatchewan Post-

Secondary Education and Skills Training; and French-language communications

through Saskatchewan Municipal Affairs, Culture and Housing as it pertains to

social housing.



The Department of Canadian Heritage has provided its funding through its

Official Languages Support Programs. Funding for this agreement was provided

for in the February 2000 federal budget and is therefore built into the

existing fiscal framework.

RENFORCEMENT DES SERVICES EN LANGUE FRANÇAISE GRÂCE À UNE NOUVELLE ENTENTE

FÉDÉRALE-PROVINCIALE



La ministre du Patrimoine canadien, Sheila Copps, et le secrétaire provincial

de la Saskatchewan, Jack Hillson, ont annoncé aujourd'hui l'Entente-cadre

Canada-Saskatchewan sur la promotion des langues officielles visant à améliorer

les services en langue française et le développement de la communauté

francophone en Saskatchewan.



"En facilitant l'accès aux services du gouvernement en français, nous pourrons

contribuer au dynamisme de la communauté fransaskoise, a déclaré Mme Copps. Le

gouvernement du Canada est heureux de collaborer avec la province de la

Saskatchewan en vue de rehausser la diversité et la qualité des services

qu'elle offre à sa population francophone."



"La communauté francophone de la Saskatchewan contribue grandement au caractère

et au succès de cette province, a ajouté M. Hillson. Cette entente témoigne de

l'engagement du gouvernement provincial à adopter des mesures concrètes pour

promouvoir l'épanouissement de notre communauté francophone."



Financée à parts égales par les deux paliers de gouvernements, l'Entente

prévoit le versement d'un maximum de 3,15 millions de dollars sur cinq ans pour

appuyer les initiatives provinciales en langue française. Un plan d'action

sera adopté, par lequel la province intensifiera ses efforts de collaboration

avec la communauté francophone. De plus, l'Entente viendra appuyer les

activités courantes concernant les lois provinciales et les tribunaux.

L'Office de coordination des affaires francophones de la province se chargera

de la mise en oeuvre du plan d'action.



Le gouvernement de la Saskatchewan subventionne également des services

éducatifs en langue française, de la maternelle à la douzième année, et

certains programmes d'enseignement postsecondaires, par l'entremise de son

ministère de l'Éducation ; des services d'emploi, par l'intermédiaire du

ministère de l'Éducation postsecondaire et de la Formation professionnelle de

la Saskatchewan ; et des communications en langue française en ce qui concerne

les programmes de logement social, par l'entremise du ministère des Affaires

municipales de la Culture et du Logement.



Le ministère du Patrimoine canadien a accordé son appui financier par

l'entremise de ses Programmes d'appui aux langues officielles. Le financement

de cette entente était prévu dans le budget fédéral de février 2000 et

s'inscrit dans le cadre financier déjà en place.
