An external review says that Saskatchewan schools are doing a good job ofproviding services to students with special needs.
The report supports the current philosophy of including special needs students
in Saskatchewan classrooms but recommends changes to special education programs
delivery.
The Special Education Review was established in September 1998 to consider all
aspects of special education, including legislation, philosophy, program
delivery, funding and accountability. The committee held 62 meetings with
groups and individuals, received 216 briefs and visited 17 schools. Its
report, Directions for Diversity, was publicly released today by Education
Minister Jim Melenchuk.
"The report gives us a comprehensive set of recommendations about how to
improve special education in Saskatchewan schools," Melenchuk said. "We will
review the recommendations and work with our education partners to improve
Special Education programming. I want to thank the members of the Special
Education Review Committee, Christine Boyczuk, Bob Green, Len Haines, Elaine
Billay and Jean Lendzyk for their hard work."
The committee made 58 recommendations, including:
Adopt, implement and support the philosophy of inclusive schools;
Establish a Children's Services Advisory Committee to plan and support
a provincial children's diversity strategy;
Renew the provincial policy and board of education policies as they
relate to students with diverse needs;
Develop a framework of effective practices to support students with
diverse needs; and
Enhance funding and develop protocols to focus on children's needs.
"Our education system must ensure that all children, including those with
special needs, have access to the educational opportunities they need,"
Melenchuk said. "The recent provincial budget increased funding for special
education and gave school divisions greater flexibility to address the diverse
needs of students. The government is reviewing the report of the Special
Education Review Committee. We will respond by early summer."
