BALANCED APPROACH

Released on October 18, 1999

The majority (56 per cent) of respondents in a government poll want future

provincial budgets to take a balanced approach, with some new funds for

services, some for tax reductions and some to keep reducing the debt.



Quarterly polling results released today also showed that 44 per cent of

respondents agree the balanced approach is the best way to create jobs in

Saskatchewan.



The polling was conducted in July by Anderson/Fast & Associates of Saskatoon.

No omnibus polls were conducted in August or September.



The report also includes a stand-alone poll on grain handling and

transportation conducted by Arcas Group Inc. of Regina. This survey was done

in August to gauge the level of awareness in rural Saskatchewan about the

Kroeger process and to determine farmers' positions on key grain handling and

transportation issues.



The survey showed that most farmers (58 per cent) do not believe the Kroeger

process will significantly benefit them. In fact, 64 per cent of respondents

believe, as a result of the Kroeger process and the Estey Review, the cost of

shipping grain will increase.



On key grain handling and transportation issues, 63 per cent of respondents

support the involvement of the Canadian Wheat Board in grain transportation and

82 per cent of respondents support regulation of freight rates.



The total cost for public opinion polling conducted by the provincial

government to date this year is $77,931.
