Social Services Minister Lorne Calvert today called on his federal andprovincial counterparts to work quickly and co-operatively on the
implementation of the National Child Benefit.
Calvert will carry this message to the Federal/Provincial/Territorial
Ministers of Social Services meeting in Toronto April 17 and 18.
"The proposed Child Benefit will be the first Canadian social program
to be developed in 30 years. For it to benefit all Canadians, it is
essential that we work together to implement this national program,"
Calvert said.
Calvert also said it is very important that the program be implemented
as soon as possible. He urged federal and provincial governments to
work together to implement this program sooner than the July 1998
deadline set by the federal government. He further urged the federal
government to establish a longer term roadmap for the Child Benefit.
"As a nation we've been grappling with the problem of child and family
poverty for a number of years," Calvert said. "Now that we've
developed what could be a helpful mechanism to address poverty, we must
make it available to Canadian families in need as quickly as possible."
The federal government has committed $600 million to the Benefit. But
Calvert said that commitment needs to increase to $2.2 billion by the
year 2002 if it is to truly address poverty in Canada.
"The initial commitment is a good start but if we are serious about
reducing poverty in this country, adequate program funding must be in
place."
Saskatchewan has taken immediate action on the issue of poverty. In
the 1997/98 provincial budget, $6 million has been targeted to
initiatives which assist families, support children and help
communities develop programs and services which enable their citizens
to remain independent.
"This one-time package of initiatives will build on the programs we
have and ensure a smooth transition into the National Child Benefit,"
Calvert said.
