RESULTS SHOW HEALTH DISTRICT FINANCES STRONG

Released on April 9, 1997

Health Minister Eric Cline said today that health district financial
results for the 1995/96 year and projections for 1996/97 show continued
progress toward the elimination of operating deficits.

Audited financial results for 1995/96 show an overall operating surplus
of $2.47 million for all districts combined, with eight districts in a
deficit position. Preliminary results for 1996/97 suggest an overall
operating surplus of between seven and nine million dollars, with
deficits remaining in only three to four districts.

"I am pleased to see the trend toward improved financial positions for
health districts is continuing," Cline said. "This trend is consistent
with our past projections. Health districts have come a long way from
1993/94, when there was an overall district health board operating
deficit of $15.1 million. By 1995/96 districts overall achieved a
surplus position. The picture appears to have improved still further
in 1996/97." Audited 1996/97 financial statements for districts are
expected to be available next Fall.

Cline said that the financial results are a further indication of
improved stability in the health system. "We are achieving our goal of
a more secure and sustainable health system. This year's budget
increase will put districts on a very solid footing."

Provincial funding to health districts was maintained in the 1996/97
budget, in spite of reductions in federal funding, and an additional
$40 million was provided mid-year to reduce debt and support district
initiatives. The 1997/98 budget increased base funding to districts by
$51.3 million over the 1996/97 budget.

financial position, showing the difference between operating revenues
from Saskatchewan Health and other sources, and expenditures for
operations and delivery of services.
