BUDGET DEMONSTRATES COMMITMENT TO EDUCATION

Education Minister Pat Atkinson today announced the Government of
Saskatchewan will increase operating grants for schools in each of the
next two years.

"Despite the reductions in federal transfer payments which have put
significant fiscal pressure on Saskatchewan, the increase in the
operating grants for schools for this year and next demonstrates the
provincial government's commitment to sustaining quality education in
the province," Atkinson said.

For 1996-97, operating grants to school divisions will increase by $2
million. In 1997-98 there will be an increase of $900,000.

"In recognition of the higher costs associated with operating small,
rural and isolated schools, modest adjustments to the Foundation
Operating Grants will target almost $10 million to these schools. A $3
million new technology factor has been developed to provide a range of
programs and services which support rural students transition from high
school to the world beyond. Rural school divisions may use the funds
to provide work transition programs delivered electronically, and other
technological enhancements to aid in learning."

"The minister said the Community Schools program and the Indian and
Metis Development program will receive a $2.35 million increase in
1996-97. The Targeted Behavioral program will be enhanced by $1
million. "Because of the success at meeting the learning needs of
students with special needs, these programs are being expanded."

Atkinson also indicated that the capital grants for schools will target
the most urgent capital priorities, to deal with enrolment pressures
and necessary repairs and renovations. Emphasis will continue to be
placed on the cost efficient sharing of facilities, and on the
provision of safe, well-equipped schools for Saskatchewan students.

"We will work together with our education partners to achieve and
implement an expenditure reduction of $7 million to take effect in
1998-99. This is in response to the increasing impact of federal
transfer reductions over the next several years. Providing this
information to school divisions now will help them plan for the
future," Atkinson said.

The internal operating and administrative costs of the Department of
Education have been reduced by more than $400,000 over 1995-96.
