SASKATCHEWAN NOT PARTICIPATING THIS TIME IN TEAM CANADA TRADE MISSION

Premier Roy Romanow today announced that he will not be participating
in the 'Team Canada '96' trade mission to India, Pakistan, Malaysia and
Indonesia later this month. The 'Team Canada' mission is being led by
the prime minister and will involve a series of government and business
association meetings.

"I fully support the 'Team Canada' concept for trade development
purposes," Romanow said. "In China last year it proved to be a very
effective way to make Canada's commercial presence known by the most
important government and business decision-makers. This kind of
approach is increasingly necessary if we in Canada are to make our way
in a very crowded international marketplace.

"Saskatchewan's participation in last year's 'Team Canada' mission to
China was very productive. I think it made an important contribution
to the commercial position of many Saskatchewan companies in that
market, which is our second most important offshore export destination.

"The '96 mission is different in that it is going into a part of the
world where Saskatchewan's commercial interests are not as developed,
and the results are not likely to be as substantial as they were in
China. I have to judge each such mission on its likely positive impact
upon Saskatchewan and our economy. This particular one is just not
opportune enough to justify the time away from the province."

Romanow said it is understandable that not all premiers will choose to
participate in every 'Team Canada' trade mission, as each province and
region has a distinctive trade pattern and, therefore, different trade
development interests around the world.

"I have written to the prime minister to outline my reasons for not
participating in this trade mission and to wish 'Team Canada '96' a
productive trip.

"A further reason for my decision is the fact that, in the next few
days, I will be announcing a major public consultation process with
respect to the next provincial budget. This is vital as the government
makes the spending and policy decisions which will lay the groundwork
not only for the next budget but for the new century. I believe
strongly that I must be here at home to take an active role in this
process," Romanow said.
