AGREEMENT SIGNED WITH CONSUMERS' COOPERATIVE REFINERIES LTD.

Environment and Resource Management Minister Berny Wiens and Bud
Dahlstrom, Senior Vice-President, Refining of Consumers' Cooperative
Refineries Limited (CCRL) and NewGrade Energy Inc. (NEI), today signed a
partnership agreement.

"This agreement provides a framework for developing solutions for
environmental and industrial concerns at the company's refinery and
upgrader complex in Regina," Wiens said. "It deals with a broad number
of issues including wastewater treatment; development and implementation
of a solid waste management plan; compliance with the Hazardous
Substances and Waste Dangerous Goods Regulations; and site-specific
remediation projects."

Wiens said that CCRL/NEI is showing a commitment to the safety of the
environment by entering into an agreement with the province based on a
co-operative decision-making approach to environmental management and
industrial development. The agreement indicates the importance which
Saskatchewan Environment and Resource Management (SERM) and CCRL/NEI
place on a co-operative decision-making approach to environmental
management and industrial development. The compliance schedule in the
agreement enables the company to deal with environmental concerns on a
priority basis, while remaining open and viable.

"This agreement benefits the company, protects the environment and people
of Regina and Saskatchewan, and establishes a plan to prevent future
environmental harm," Wiens said.

Wiens said that key stakeholders such as the City of Regina and the Rural
Municipality of Sherwood have been and will continue to be kept informed
of the environmental management activities of the CCRL/NEI. SERM retains
the ability to initiate enforcement action if environmental concerns are
not adequately addressed.
