NEW FUNDING AGREEMENT FOR FACULTY PHYSICIANS

Released on April 5, 1995

Health Minister Lorne Calvert and Dr. David Popkin, dean of the College
of Medicine at the University of Saskatchewan, today announced an
agreement has been reached on a new funding arrangement for the
clinical practice of teaching doctors.

This affects all full-time faculty who provide clinical services at the
College of Medicine's Family Practice Units in Saskatoon and Regina.
They will no longer bill fee-for-service for each medical service they
provide to patients. Instead, the College of Medicine will receive a
global budget to fund clinical services. This will replace all
previous fee-for-service payments, including payments related to
out-of-province and cancer registry patients.

"This is a significant move, because the Department of Family Medicine
is the training ground for future generations of primary care doctors,"
Calvert said. "It will expose these new graduates to alternative forms
of payment and allow them to observe the benefits of various payment
methods, not only for themselves, but for their patients."

Dr. Popkin welcomed the new arrangement.

"It will allow full-time faculty to concentrate their efforts on
teaching medical graduates the most effective approaches to the
delivery of services to meet client needs," Popkin said.

The agreement was arrived at through ongoing discussions between the
department and the college. Provisions of the agreement came into
effect April 1.
