1. Updated Building Bylaw and Enforcement Guide and Templates

Building and Technical Standards has released a new version of the Building Bylaw and Enforcement Guide, complete with updated templates. This guide provides users with an explanation of the provisions of The Construction Codes Act (the CC Act) and The Building Code Regulations. It explains how a local authority can meet their legislative and regulatory obligations under the CC Act through an approved building bylaw.

The updated guide and templates can be found on the Building and Technical Standards Publications website.

2. New Educational Materials – Municipalities and Development

Government Relations published new and updated educational material to assist municipalities in managing development within their jurisdiction using the tools provided under The Planning and Development Act, 2007.

  • Amending Planning Bylaws Guide (Updated)
    This guide outlines the process for a municipality to amend their planning bylaws. This includes the process of proceeding with an amendment, advertising the bylaw, and holding a public hearing.
  • Developing Levies and Servicing Agreement Fees Guide (New)
    This guide explains how serving agreement fees and development levies work including what can be included and how each tool is applied as outlined in The Planning and Development Act, 2007.
  • Architectural Controls Guide (New)
    This guide explains how council can designate an area on their zoning maps to control the architectural details of buildings in a district.
  • Demolition Control Districts (New)
    This guide explains how council can designate an area on their zoning maps to control the demolition of residential buildings.

3. Government Procurement for Modular Office Walls

The Ministry of SaskBuilds and Procurement has set up a list of pre-qualified suppliers to help ministries procure modular wall systems. Municipal governments are welcome to leverage this procurement and use this list. Modular wall systems are flexible and adaptable to changing workforce needs and this procurement includes design, supply, delivery, installation and reconfiguration of modular walls.

Contact the Procurement Management Division at purchasing@gov.sk.ca to request a copy of the usage guide and appropriate documents. The subject line of the email should contain “Municipal Order - RFSQ 8878-Modular Wall Systems.”

4. Apply for Targeted Sector Support Today

The Targeted Sector Support is a grant program for municipalities that has a continuous intake. Please visit the TSS page to learn more about this cost-shared grant program, eligibility criteria or to access the online application.

This initiative is managed by the Saskatchewan Urban Municipalities Association (SUMA) on behalf of the TSS Steering Committee that consists of:

  • Saskatchewan Association of Rural Municipalities
  • Saskatchewan Association of Northern Communities (New North)
  • Saskatchewan Ministry of Government Relations
