1. Municipal Leadership Development Capacity Program – Upcoming Winter Modules

The Municipal Leadership Development Program (MLDP) is a series of modules that target specific issues of importance to urban, rural and northern municipalities in Saskatchewan.

The program is tailored for mayors, reeves, councillors, elected officials and municipal staff who want to strengthen leadership in their local government.

MLDP format

The program is a series of six modules. There are three sessions of modules held each year, a fall session and two winter sessions. Modules can be taken in any order based on the dates that best suit your schedule.

What you’ll learn

The MLDP modules address key issues facing you in governing at the local level. You will receive certificates after each module. Upon completion of all the modules, you will be recognized with a Certificate of Completion.

Upcoming winter sessions are scheduled for March 12, 2024, and April 13, 2024. Please visit the MLDP website for more information about:

  • the modules;
  • a schedule of upcoming sessions; and
  • how to register online.

2. Visit the Ministry’s Trade Show Booth at SARM’s Convention

The Ministry of Government Relations trade show booth will once again be at the annual Saskatchewan Association of Rural Municipalities (SARM) convention in Regina next month.

Ministry staff will be available at booth No. 65 to provide information about building standards and licensing, community infrastructure, municipal administration and community planning, along with Indigenous and northern matters.

SARM’s Trade Show will be held on Wednesday, March 13 from 8 a.m. to 5 p.m., and Thursday, March 14 from 8 a.m. to 3 p.m., in the ITC Building in the REAL District.

3. Annual Reporting Requirement for Building Officials Appointed, Cancelled or Suspended

The Construction Codes Act, which came into effect January 1, 2022, requires local authorities to advise the Chief Codes Administrator of the status of their building official appointments on an annual basis.

Within 60 days after the end of a local authority’s fiscal year (by the end of February), the local authority must provide the Chief Codes Administrator with the name and licence number of every building official who, in the previous fiscal year:

  • Was appointed;
  • Had their appointment cancelled; or
  • Had their appointment suspended.

There is no need to provide reports every time the local authority changes building officials – only the fiscal-year-end report is required.

4. More than $800,000 for 17 Municipal Projects Supporting Governance, Capacity

The Government of Saskatchewan has announced more than $800,000 in grants for 17 new municipal projects under the Targeted Sector Support (TSS) initiative. The initiative aims to achieve improvements in municipal operating capabilities through projects focused on good governance, capacity building and regional co-operation in Saskatchewan municipalities. 

The TSS initiative provides cost-sharing grants to partnering municipalities for up to 75 per cent on eligible costs to strengthen their core municipal responsibilities. The 17 applicants approved for TSS projects include 50 partners across Saskatchewan.

Some of the municipalities benefiting from TSS grants include:

  • The R.M. of Milton, No. 292 receiving more than $56,000 for a feasibility study for the creation of a municipal district with partners.
  • The Town of Kyle, receiving more than $52,000 for an urban and rural asset management plan for the town and surrounding area.
  • The R.M. of Emerald, No. 277, receiving approximately $53,000 for the adoption of an official plan, zoning and building bylaw for the R.M. and its neighbouring communities.
  • The R.M. of Lajord, No. 128 receiving $1,500 for municipal governance training for elected officials with the partnering R.M. of Edenwold, No. 158.

Every year, TSS receives $1.5 million from Municipal Revenue Sharing. Funds are administered by the Saskatchewan Urban Municipalities Association (SUMA) on behalf of the TSS Steering Committee, which consists of representatives from SUMA, the Saskatchewan Association of Rural Municipalities, the Saskatchewan Association of Northern Communities and the Ministry of Government Relations.

All Saskatchewan municipalities are encouraged to apply for TSS funding during the next intake for applications, which is expected to open in spring 2024.
