Saskatchewan Northern Capital Grants Program

The Northern Capital Grants Program (NCG) has been renewed to continue for a five-year period starting October 1, 2023, and ending September 30, 2028.

The program is funded by the Northern Municipal Trust Account and delivered by the Northern Municipal Services Branch in La Ronge.

Eligible Applicants and Projects

Under this program, northern municipalities can access an allocation of funding to support eligible municipal infrastructure and capital asset projects like recreational facilities, roads, solid waste projects and water and sewer infrastructure.

The NCG expanded the number of eligible expenses, providing more access to funding for municipal infrastructure.

This includes costs associated with:

  • Assets shared by municipalities, promoting regional partnerships.
  • Capital works projects initiated under eligible Northern Municipal Trust Account programs, supporting essential municipal infrastructure such as landfills, water and sewer.

Funding

For approved applications, the grants may provide up to a maximum of ninety per cent (90%) of the municipality’s costs; the northern municipality must cover a minimum of ten per cent (10%) of these costs.

Apply

Applications are now being accepted until August 31, 2028.

Download and complete the following forms and email your completed application package to Northern Municipal Services at nms@gov.sk.ca. (One project application per email please.)

  1. Form NCG-1: Five-Year Capital Works Plan
    You must complete and attach either a PDF or Excel Five-Year Capital Works Plan to your NCG-2 form when applying.
  2. Form NCG-2: Application for Grant Approval
    Complete and submit this form to provide details about your project being funded through the NCGP.

If required, your northern municipality may wish to complete and attach the following forms to your application package:

Northern municipalities can also apply to have a portion of their NCG allocation for municipal contributions owed under an eligible Northern Municipal Trust Account (NMTA) program, such as Northern Water and Sewer, Emergency Water and Sewer, Northern Residential Subdivision Development and Northern Regional Solid Waste Management. Please use Form NCG-6 Application for Eligible NMTA Program Support to apply.

Request for Payment

When the project or purchase is complete, submit a completed Form NCG-3 Application to Request Grant Payment and attach proof of purchase and asset insurance.
