Procurement in GEM
The Government of Saskatchewan has introduced its new Government Enterprise Management (GEM) system.
GEM will modernize and streamline procurement processes. Suppliers working with government will access GEM through the Supplier Portal.
1. About GEM
GEM is a modern and efficient way to work with government. The system introduces new procurement features, as well as a Supplier Portal that can be used to:
- view competitions;
- submit proposals and acknowledge amendments;
- receive award notifications;
- review current and past contracts;
- receive purchase orders;
- conduct contract redlining and execution;
- communicate with government buyers;
- receive notifications to submit proposals; and
- update contact information and address.
Benefits of the new system include:
- Standardized processes with system prompts for mandatory requirements
- Ability to update contact information online
- Ability to view all contracts and purchase orders online
- Online help desk support, through self-service or ticket submissions
- Communication with the Ministry of SaskBuilds and Procurement's Procurement Management Division (PMD) within the system
- A centralized Supplier Master Data module that captures the supplier lifecycle (registration, submissions, evaluation, communication, contract management and progress tracking)
- Automated electronic notifications
- Real-time data and reporting for better insights for analysis, planning and forecasting

2. Supplier Impact
There are a few supplier processes that will remain the same after GEM launches:
- Suppliers will continue to submit invoices following the current process.
- Suppliers will continue to use SaskTenders.ca to view competitions.
- PMD will still manage competitions and provide support.
Some changes that suppliers will notice after GEM launches include:
- Competition submissions will be done through the GEM system, which will also house documents, such as contracts and purchase orders.
- GEM will have a built-in message centre.
- Currently, communication is done by email and is not tracked. In the future, communication between suppliers and government will be within GEM.
- These conversations will be stored in the system to allow for easy access and tracking.
- The centre will also enable suppliers to attach documents and print, as necessary.
- Notifications will be both in-system and emailed. Suppliers should periodically watch for alerts, as action may be required for a submission to advance.
- Suppliers will be able to request support right in GEM instead of calling or emailing a helpline. GEM also provides a self-service option when suppliers wish to update their contact information.
- More detailed information about specific process changes will be provided in training.
