Construction to Commence on New Emergency Shelter in Saskatoon

Construction of the 60-bed enhanced emergency shelter located at 170 - 31 Street East in Saskatoon is expected to begin this summer. This follows the successful completion of the request for proposal process for its design and construction, which was awarded to Quorex Construction Services.

"Working alongside our partners, we are increasing access to emergency shelter services that will aid individuals experiencing homelessness transition to stable housing or other services," Social Services Minister Terry Jenson said. 

"We are thrilled to be supporting this project by advancing the procurement for design and construction of a safe, functional emergency shelter," SaskBuilds and Procurement Minister Sean Wilson said. "Working with our partners and selecting an experienced contractor helps us ensure this facility is built efficiently and responsibly, considering safety standards and the needs of those who will rely on these services."

Following City council-approved criteria, the City identified this Government of Saskatchewan-owned site as suitable based on its access to transit and nearby support services, and because it meets all City zoning requirements for shelters. The development of the 60-bed shelter addresses the need for increased shelter capacity in Saskatoon.

 "As Saskatoon sees more people experiencing homelessness, this project is an important step in responding to that growing need," Saskatoon Mayor Cynthia Block said. "The safety of shelter guests, as well as nearby residents and businesses, is our top priority. The City is working closely with all the partners involved to develop coordinated safety plans."

Work is currently underway on the shelter design that will meet safety and programming needs. Design aspects will also include elements such as lighting and fencing to enhance community safety.

The total construction cost for the shelter is approximately $6 million and is expected to be completed in spring 2027. Once complete, the enhanced emergency shelter will provide clients with case planning and access to wrap-around supports to address wellness and cultural needs as well as assistance in connecting to services and help to transition to appropriate housing.
